Who is the Developer?
The developer is CS No 4 Limited, a company apart of Stratum Management who are one of Wellington’s most successful development companies, having delivered over 3000 homes across the Wellington region in the past 20 years.
Tell me about the development?
Awa Precinct – Avalon is a contemporary development of 191 freehold two- and three-bedroom homes, designed for modern living with sleek finishes and convenient amenities that support a comfortable, low-maintenance lifestyle.
Stage One comprises 45 homes, each built to meet the latest New Zealand Building Code standards and featuring stylish, functional interiors, striking architectural exteriors, and a dedicated car park.
What is freehold title?
Freehold/Fee simple title is the ownership structure of the property. It is the most common ownership in New Zealand and it means that you own your own parcel of land and the building on it, and means there are no body corporate fees.
Have the Consents been granted?
Yes. Both Resource Consent and Build Consents have been granted by Hutt City Council.
When will construction start and finish?
Works onsite commenced in the first half of 2025. The units in stage 1 are being constructed by block and anticipated completions will run from February 2026 through to April 2026.
How do I buy a unit and what is the deposit required?
To secure your unit, you need to sign a conditional sale and purchase agreement. All agreements include a Solicitors approval clause, which gives your solicitor time to review the agreement and other documents. Once your agreement becomes unconditional, you will then pay a 10% deposit, held in Solicitors Trust account, with the balance due on settlement. There are no progress payments required, and the balance is due on settlement.
Can the price increase from what was agreed?
No. Once you have confirmed your contract the purchase price cannot change. Units still on the market are subject to price change at any time without notice.
Can the developer make changes to the plans or specifications?
The unit you agree to buy and is part of your sale and purchase agreement must be what is delivered. From time to time during construction materials that form part of your specification become unavailable due to supply issue or deletion, if that occurs the developer reserves the right to change these at their discretion, however the replacement must be of similar standard and style.
Can I change the floor plans?
No. We have worked closely with our architects, DesignGroup Stapleton Elliot to create an internal living space for each unit that maximises usable space, sunlight and outlook.
Can I choose the external colours and finishes or make changes to its appearance?
No, the exterior appearance and scheme have been designed with the whole development in mind by our architects, DesignGroup Stapleton Elliot and is to be completed to Hutt City Councils consents so no changes are permitted.
Can I change the internal colours for the unit?
No, as the units are already designed and underway the interiors have been thoughtfully designed using modern colour palettes to create a timeless finish.
Is there a Residents' Society?
Yes. The Awa Precinct Residents’ Society will manage and maintain (on behalf of all owners) all shared assets.
What are the Residents' Society fees?
We estimate $1,997.78 This includes building insurance and maintenance of the common area landscaping. Please refer to Residents Society budget for further breakdown.
Who owns the road?
The main roading and service network in the development is being vested to Hutt City Council. This means council are responsible for maintaining these areas, which in turn helps to keep the cost of running the resident’s society low. The only roads which are still owned by the resident’s society are the small internal laneways.
What insurance do I need for my unit?
The Residents’ Society arranges the building insurance on all units in order to take advantage of collective buyer power, and to ensure that all units (you and your neighbours) have building insurance cover in the event of accident or disaster. Building insurance is covered in your resident’s association fees.
Owner/Resident will need to arrange their own contents insurance and Landlords their own insurance for letting the unit.
What are the Hutt City Council rates?
As the units are not completed, Hutt City Council have not assessed what the rates for the units will be. Individual rates are unlikely to be generated by HCC until the new rates year in July 2026. As a guide for budgeting, work to around $5,000pa for 2 bed units and $5,500pa for 3 bed units. Rates notices are issued direct to unit owners from Hutt City Council. On settlement, rates will be apportioned accordingly by Solicitors on the underlying lands rates.
What about rubbish & recycling?
Each unit has its own outside dedicated refuse store area. Residents are expected to arrange their own collection of waste & recycling by utilising Council services or arrange collection via a private service provider.
Are pets allowed?
Pets (dogs, cats and other domestic pets) are permitted to reside at Awa Precinct on the provision they are kept in or about the unit and do not cause any undue nuisance to other residents and they must abide by any rules imposed by Hutt City Council.
Do the units come with a carpark?
Yes. Each unit comes with one designated carpark immediately to the front of the unit and is part of the units Title boundary. There is no visitor parking on site.
Will the unit have heating?
Yes, the standard fitout of the townhouse’s includes a high wall 5-6kw heat pump to the living level.
Will the unit have fibre?
All units will be wired for fibre and at the time of completion the development will be fibre ready, meaning that the fibre provision from the street to the unit, including ONT installation, has been completed. Buyers just need to set up an account with their selected provider.
Can I rent my unit?
Yes. It is possible to rent the units, however all owners and residents will be required to abide by the Residents Society rules.
Are the units Healthy Home compliant?
Yes. As the units will be built to current NZ Build Code and there is a suitably sized heat pump to the living area, the units do comply with Healthy Homes Standards (HHS).
Is there a maintenance & defects period?
There is a 90-day maintenance period from the date of settlement. If there are any issues or problems within this period, you are asked to complete the provided form so the remedial team can undertake necessary repairs. Following the 90-day maintenance period, any further defects are covered under the Building Act. All guarantees and warranties will be passed to owners at settlement.
How did the street names come about?
Hutt City Council in consultation with Mana Whenua and in accordance HCC current naming policy have allocated the street names to Awa Precinct. Each name reflects the historical and cultural significance of Motutawa Pa, which was situated in now Avalon Park. This Pa was occupied in the 1840s as a settlement for cultivation, with gardening areas nearby. All street names relate back to this; Kaheru – spade, Kopiha – storage pit, Timo – wooden digging implement & Ketu – pointed, paddle shaped tool.
